| 1 | The paper is devoted to research of the problem of forming of a territory image (country, region, city) through an innovation potential of the universities in its borders. In the paper the system of key state measures for support of the image of an innovation state is analyzed. Innovation educational environment and forming of the system of the bearing innovation universities are considered in the aspect of the effectiveness of positioning of the universities and the territories which they represent.
